Levelling up parties

I've thrown a lot of parties I've opened all the stickers and I've got the same ones multiple times and I've not been able to level any up? One of my tasks is to level up a party and I can't complete it if my parties aren't levelling?? Help me

Try spinning the chef wheel. Sometimes it gives you the purple stickers and that sticker gives you 100% New stickers. There's really no other ways.
